You are not charged if you are ever placed on hold, waiting for a Technical Advisor, but only when in conversation. We "round-down" and keep track of your remaining minutes, so you can call for 4 minutes one day, or 21 minutes the next and still have minutes on file.
Your remaining minutes expire after 12 months however, with a one-time extension (automatic) of 60 days - so you really have a 14 month period to use up your minutes.
